Keeping Children Safe in Education Consultation 2022 |

The Department for Education (DfE) released a draft version of Keeping Children Safe in Education (KCSiE) on the 11th January 2022 for consultation. The planned changes are mainly in relation to solidifying and clarifying existing messages rather than major changes from the September 2021 version. Please see letter for further information. |

NYCC Policy & Procedures for Elective Home Education (EHE) September 2021: New Pathway |
|
|
Audience: All Schools Cascade: Headteachers, Chairs of Governors and School Business Managers In November 2020, the DfE stated that LAs should work with schools, parents/carers and other key professionals to coordinate a meeting before the parent makes a final decision regarding EHE. The decision by a parent to EHE is a serious one and it imposes onerous obligations on the parent/carer to arrange and pay for the education of their child. As such, NYCC wishes to support parents/carers to arrive at an informed decision before taking this step. NYCC’s policy and procedures for EHE and the pathway includes a pre-decision meeting. As soon as a school becomes aware a parent/carer is contemplating EHE they must notify NYCC at electivehomeeducation@northyorks.gov.uk so the locality EHE Advisor can arrange the pre-decision meeting. This meeting is chaired by the EHE Advisor and is attended by parents/carers, school and any relevant professionals who are also working with the child or family such as Social Workers, Early Help Workers and Health Specialists. The purpose of the meeting is to: - Discuss why EHE is being considered
- Explore all options available to parents/carers
- Help overcome any issues which may have arisen in relation to education
- Ensure parents/carers have all the information available to them regarding EHE including access to the DfE Guidance
- Introduce parents/carers to a named contact who they can get in touch with regarding any queries after the meeting

The County Council like the vast majority of local authorities is part of the national arrangements for the annual inflationary pay review for employees on NJC terms and conditions (excluding teachers). The County Council does not negotiate or determine the annual pay settlement locally but instead applies the outcome of the national negotiations. National Employers confirmed in October 2021 there would be no improvement to the final offer made in July 2021 of 1.75% on all pay points, except 2.75% on scp1. 2 of the 3 nationally recognised trade unions have balloted on industrial action, and while there was a majority vote in support of action the turnout was below that required for legitimate action. The 3rd trade union Unite is unlikely to conclude their ballot before late February, so a final settlement still appears to be some way off. The national agreement for this year is now so late that the payment to employees has been outstanding for 10 months at a time of rising inflation and energy costs. After consultation with the Unison North Yorkshire Branch it has been agreed to pay to all employees covered by NJC negotiations the employers’ final offer as set out above. This includes NJC staff employed within maintained settings and is in line with the FMS budget forecasting. For schools buying into ESS this will be paid in February, together with any arrears due back to April 2021 effectively ‘on account’ ahead of the final national agreement. For any maintained schools purchasing payroll services elsewhere, an instruction will need to be given to your payroll provider. In the event that there is any improvement to that employer offer in the national agreement, any additional payment due will be added to the % increase being paid in February. Academies with schools in North Yorkshire will need to make their own determination as to whether they wish to follow suit and progress a similar collective agreement. For Academies purchasing NYHR services, your nominated Adviser can support you in progressing this. |

Additional Statutory Assessment Year 2 and Year 6 Training - February 2022 |

Audience: Infant, Junior and Primary Schools and Academies Cascade: Head Teacher, Assessment Lead, Year 2 teacher, Year 6 teacher
In response to requests from schools, the local authority is running two additional remote training sessions to support preparation for statutory assessment in 2022, for any Year 2 or Year 6 teacher that was not able to attend in the autumn term, focusing on the statutory requirements of end of key stage tests and teacher assessments. 2nd Feb 2022 - Year 6 Teachers 2021/22 - SI-0222-T017 4th Feb 2022 - Year 2 Teachers 2021/22 - SI-0222-T018 For schools that have purchased the NYCC Primary Assessment and Moderation Service Level Agreement, these courses can be accessed as part of your allocation. The Craven Locality Board, coordinated through Otley Street Nursery, is looking to fund a school improvement project that will facilitate high quality Early Years practitioners supporting the development of the Early Years provision across the Craven area. Those colleagues involved in supporting other schools/ settings would be paid at SLE rate (£350 a day), this would involve a minimum commitment of 3 days (working with one EY provision) but there is a flexibility to commit to a greater number of days if this works for your circumstances. The Craven Locality Board, is looking to fund a school improvement project that will enhance the quality of CEAIG provision across the locality. The Board are looking to procure the services of a colleague with CEAIG expertise to assist in the creation of a CEIAG network and who can share best practice, addressing localised need within the Craven area. The colleague/s involved in supporting this project would be paid at SLE rate (£350 a day), this would involve a minimum commitment of 6 days but there is the flexibility to commit to a greater number of days if this works for your circumstances.
